Bangkok: The Ministry of Transport is implementing a comprehensive overhaul of Thailand's rail system, focusing on tighter safety controls and the expansion of urban electric train projects. Pipat Ratchakitprakarn, Deputy Prime Minister and Minister of Transport, announced the initiative during the 2nd meeting of the Rail Transport Policy Committee for 2026. The meeting aimed to address key issues and establish policies to utilize the rail system as a catalyst for economic stimulation.
According to Thai News Agency, the meeting was attended by significant figures, including Mr. Chayatham Promsorn, Permanent Secretary of the Ministry of Transport, and Mr. Pichet Kunathamarak, Director-General of the Department of Rail Transport. Discussions centered on enhancing safety measures, particularly after a recent accident involving a freight train and a passenger bus. The Ministry is determined to establish confidence-building measures to mitigate risks to public safety and property while promoting rail tourism as an economic driver.
Several strategic dimensions were discussed during the meeting:
1. Safety Enhancements and Freight Regulation: Following a recent accident, Bangkok will be declared a 'special monitoring zone.' Freight train operations within the city will be restricted to nighttime hours, with a speed limit of 30 kilometers per hour. Fuel transport will be prohibited throughout the day, except in emergencies, to minimize environmental and safety risks.
2. Rail and Tourism Integration: A new subcommittee will be formed to coordinate between the Ministry of Transport and the Ministry of Tourism and Sports. The initiative aims to enhance rail infrastructure for tourism, promoting regional economic growth and distributing income to local communities sustainably.
3. Urban Rail Network Development: The committee approved a plan for expanding the rail network in Bangkok and surrounding areas, as per the Rail Transport Act B.E. 2568 (2025). The plan seeks to create seamless mobility by integrating the rail system with other public transport modes, alleviating traffic congestion, and supporting sustainable urban development.
4. Regulatory Framework for Standards: The meeting approved six draft laws focusing on business licenses, vehicle standards, and personnel qualifications. Operators must meet specific criteria, including sufficient capital and insurance coverage. Vehicles must adhere to safety standards, and drivers must pass fitness and skills assessments.
Efforts are also being made to promote transparency and public confidence by allowing electronic verification of licenses. This ensures that all rail transport vehicles are registered, structurally sound, and equipped for safety, with provisions for disabled and elderly passengers.
Mr. Pipat emphasized that the meeting marked a pivotal moment in advancing Thailand's rail transport system. The measures aim to improve safety, elevate service standards, and integrate rail systems with tourism, thereby positioning the rail network as a crucial component of the nation's economic development.
