According to Thai News Agency, Police Lieutenant Colonel Chanin Noilek, Deputy Secretary-General of the Election Commission, emphasized the importance of tracing vote-buying activities back to their origin, similar to the approach used in drug investigations. He urged that money trails and the actions of targeted individuals be closely monitored. The Chonburi protests serve as a lesson in handling such situations with calmness and factual integrity.
During a presentation on "Investigation and Inquiry in the Bangkok and Pattaya Elections," Police Lieutenant Colonel Chanin outlined the unique investigative procedures of the Election Commission. Unlike police investigations, these procedures involve multiple layers and strict adherence to regulations. Complaints must be submitted in writing, using polite language, and must meet the regulatory grounds for consideration. Once a complaint is received, it is assessed for compliance, legal violations, and evidence sufficiency before being either accepted or rejected. Accepted cases are further investigated by a three-person committee, which determines whether to impose penalties or dismiss the case. Election law violations can lead to imprisonment, fines, or revocation of political rights.
Chanin stressed the illegality of vote buying, comparing the thorough investigation of such offenses to that of drug trafficking. Instances like finding rice bags with a political party's name or multiple identification cards are flagged for investigation to uncover the motives.
