Bangkok: The Ministry of Social Development and Human Security has announced the launch of the "Ministry of Social Development and Human Security CARE" system, enabling citizens to apply for six types of welfare benefits with a single click, eliminating the need for physical queues. This initiative was introduced by Mr. Nikorn Somklang, the Minister of Social Development and Human Security, as part of a broader "Digital Transformation Project for the People."
According to Thai News Agency, the project aims to digitize social welfare services, making them more accessible to vulnerable groups, the elderly, and people with disabilities. The system facilitates electronic applications for social assistance via smartphones and ensures the integration of data with the ThaiD application, other government platforms, and internal Ministry systems like SDHS Smart and MSO-Logbook. This initiative is designed to guarantee accurate, transparent eligibility screening and expedite the disbursement of assistance, ultimately reducing social inequality and ensuring inclusivity.
The MSDHS CARE system will be operational from June to July 2026, allowing the public to apply for six welfare benefits: emergency social assistance subsidies, welfare for children in impoverished families, family welfare subsidies, rehabilitation benefits for people with disabilities, subsidies for low-income and homeless individuals, and benefits for the elderly in challenging circumstances. To accommodate those unfamiliar with smartphone technology or residing in remote areas, MSDHS officials and a network of Social Development and Human Security Volunteers will offer in-home support and guidance to ensure equitable access to services.
Mr. Kantapong Rangsisawang, Permanent Secretary of the Ministry, emphasized that this policy supports the MSDHS's eight-pronged strategy, "Creating a Well-being and Opportunity Society for All Thais." This strategy aims to build a comprehensive database of vulnerable groups, ensuring universal access to rights within a single system. The MSDHS CARE system will complement existing service channels, facilitating access for all citizens. Dr. Anekchai Ruangratanakorn, advisor to the Minister and supervisor of the system's rollout, highlighted the key principles of MSDHS CARE: C = Care, A = Access, R = Response, and E = e-Service. This framework strives to establish a modern, transparent, and equitable social security system.
