Bangkok: Deputy Prime Minister and Minister of Transport, Pipat Ratchakitprakarn, has initiated an internal investigation into the recent crane collapse incident on the Sikhiu - Rama 2 high-speed rail project. The investigation is set to be completed within one week, with potential discussions on contract termination following the findings. Pipat emphasized that any recurrence of such incidents would compel him to step down and face blacklisting.
According to Thai News Agency, Pipat responded to inquiries regarding the feasibility of contract termination under existing regulations by highlighting the Prime Minister's directive to establish multiple committees to investigate the incidents at Sikhiu, Nakhon Ratchasima, and Rama 2 Road. Each incident is treated uniquely, with a specific committee assigned to ascertain the facts within seven days. Following the investigation, a decision on contract termination will be made. Meanwhile, operations on the remaining 12-13 contracts have been temporarily halted to facilitate safety inspections by the Ministry of Transport's Engineering Institute. Discussions are underway to determine responsibility for consulting costs, aimed at ensuring public confidence. Pipat noted the unusual nature of the two incidents occurring in close succession, both involving the same contractors.
Pipat further stated that identification of the agencies involved is pending, and legal action will follow if necessary. The investigation is focusing on both the main contractor and subcontractors, acknowledging multiple contributing factors. Construction on the remaining projects has been suspended until safety assurances are provided by the Ministry of Transport. Pipat expressed his inability to endure further pressure should similar incidents occur in quick succession, reiterating his readiness to resign if necessary.
Pipat clarified that valid reasons are necessary for contract cancellation, which falls partly under the Ministry of Transport's authority as the project owner. However, actual contract termination authority resides with the Department of Treasury. The Ministry of Transport will pursue immediate blacklisting and consider the implications for future bidding opportunities. Discussions with the Department of Treasury will address potential downgrades in contract classification.
When questioned about the possibility of permanent blacklisting, Pipat noted that the specifics of each case matter. He highlighted that not all projects by the company in question are illegal, citing examples like the State Railway of Thailand and Department of Highways projects. Each case requires individual consideration. He confirmed that the company would be blacklisted, and senior executives of Italian-Thai Development will be invited for discussions on past incidents, including the collapse of the State Audit Office building.
Addressing resurfaced contract signing images from the tenure of former Transport Minister Saksayam Chidchob, Pipat committed to investigating whether the Sikhiu project contract was signed during that period. He stressed that ministerial responsibilities are primarily as witnesses, with the ministry head accountable yet not privy to all details. The Ministry of Transport oversees significant annual investments, with the minister's role focused on budget approval rather than contract signing. The bidding process involves the Comptroller General's Department, which assigns agency suitability for bids, necessitating public clarification.
Pipat stated that the signatory of a contract is less critical than the project's outcome, urging focus on the work's substance rather than assigning blame or politicizing the issue. He acknowledged the tendency to discredit opponents ahead of elections.
"To be frank, we work straightforwardly. We focus on our assigned tasks. Political matters should remain political. Therefore, please, don't bring political issues into the work of each ministry. Thank you," Pipat said.
He concluded by acknowledging potential underhanded tactics due to the Bhumjaithai Party's favorable ratings, expressing readiness to address criticism and take responsibility.
