Region 1 Army Commander Affirms MOU43 as Conflict Reduction Tool, Maintains Barbed Wire Stance

Sa kaeo: The First Army Region Commander has confirmed that MOU 43 remains a crucial tool for reducing conflict in the region. The decision to cancel it lies with higher authorities. He reiterated that the barbed wire will not be removed prior to bomb disposal, contrary to Cambodia's claims. Meanwhile, the First Army Region Chief of Staff noted that Cambodia's actions in accepting bomb disposal and cracking down on scammers will positively influence the upcoming phase of talks. The Governor of Sa Kaeo has confirmed that no party holds exclusive rights in the Ban Nong Chan area.

According to Thai News Agency, Lt. Gen. Amorn Boonsuaya, Commander of the First Army Region, addressed the longstanding Ban Nong Chan issue, which has persisted for 30-40 years due to MOU 43. He questioned the need for its cancellation, emphasizing that the issue requires higher-level discussions. MOU 43 was designed to mitigate tensions, necessitating mutual agreements to ensure legal action and prevent regional conflicts. The MOU's objective is to reduce tensions and facilitate border demarcation.

In the Nong Jan area, although a Thai title deed exists, Cambodian settlers have moved in, causing unrest. Mr. Parinya Phothisat, the Governor of Sa Kaeo, stated that investigations revealed no title deeds in the area, which is classified as a forest. House numbers have been issued to provide electricity access, but citizenship has not been granted. Thailand has a map indicating the starting point of the area, verified by relevant agencies that confirm the absence of title deeds.

Regarding spy drones, the First Army Region Commander highlighted the implementation of preventative measures, including an anti-drone system and a control area for monitoring. Recent findings indicate no spy drone detections in Sa Kaeo Province.

The First Army Region Commander insisted that the barbed wire will not be removed, despite Cambodian demands. The Cambodian response focused on bomb disposal, unrelated to the barbed wire fence.

Maj. Gen. Suravich Daengchan, Chief of Staff of the First Army Area, confirmed the success of the RBC meeting, noting Cambodia's acceptance of bomb demining and scammer suppression. He acknowledged that many bombs remain, with bomb disposal units actively working. Discussions with local groups have identified areas for demining. He invited Cambodia to participate in the demining efforts.

Cambodia proposed a complete cessation of demining, which the First Army Region sees as urgent due to the risk of further casualties. The First Army Region's participation is expected to yield positive results, potentially benefiting the Second Army Region.
